Established in 2007 in Dubai, Al Noor Holding Investment LLC is a United Arab Emirates-based development entity. The company is majority-owned by its Chairman, Sheikh Tarek M. Binladen. The Name "Al Noor" is Arabic and means "light". Hence the term Al Noor City can be translated as "City of Light".
Al Noor employs development models that have been used to build Dubai, Bahrain and other large successful commercial free zones and special economic zones around the world and co-operates closely with all relevant host governments.
Our company develops a series of independent, but inter-related, projects phased across decades, that will initially develop two new “cities of light”, one in Yemen, one in Djibouti, positioned astride the straits of Bab-al-Mandab (the “Gate of Tears”), the strategic Southern gateway to the Suez Canal, where the Red Sea joins the Gulf of Aden and the Arabian Sea, thus linking the Mediterranean Sea and the Indian Ocean. As soon as economically feasible, the two cities will be connected by a signature bridge spanning the Bab-al-Mandab, joining the Horn of Africa and the Arabian Peninsula and thereby opening an entirely new trade route between Africa and the Middle East. Further Al Noor Cities are under way in Syria, Egypt and Saudi Arabia.
We envision that these cities will serve both humanitarian and economic purposes; greatly reducing poverty, raising literacy and life expectancy rates, creating jobs and supplying goods and services that are inadequately represented in the region. The cities will be planned communities that capitalize on modern technology and building methods while maintaining the distinctive individual cultural heritages unique to this region, in an eco-friendly and sustainable fashion.
